Building measures that do not require a building permit according to Section 60 of the Lower Saxony Building Code (NBauO) can be erected, added to or modified without a building permit or building notification. The public building law must be complied with by the builder irrespective of the procedural freedom.
In the appendix of the Lower Saxony Building Code you will find a list of building projects that are exempt from procedures.
