Monument protection
Was wäre Wolfsburg ohne das Alvar-Aalto-Kulturhaus, sein Schloss, das VW-Werk, Wohnsiedlungen wie den Steimker Berg oder die Fachwerkbauten in den Ortsteilen? Diese Denkmale zählen zu einer Liste von mehr als 1600 geschützten Bauwerken, die wesentlich das Bild der Stadt prägen und ihre facettenreiche Geschichte erzählen.
Ebenso zeugen über 200 archäologische Fundstellen von einer Besiedlungsgeschichte über viele Jahrtausende.

Destination
Ziel des Denkmalschutzes ist es, originale Bausubstanz, das Erscheinungsbild von Kulturdenkmalen und archäologische Fundstellen zu erhalten. Ein Bauwerk oder ein Bodenfund ist dann ein Kulturdenkmal, wenn es beispielsweise aus geschichtlichen, künstlerischen, wissenschaftlichen oder städtebaulichen Gründen von öffentlichem Interesse ist. Das Niedersächsische Denkmalschutzgesetz bewahrt Baudenkmale, Bodendenkmale, bewegliche Denkmale und Denkmale der Erdgeschichte und erklärt sie zu schützenswertem Kulturgut.
All diese Denkmale werden in einem Verzeichnis geführt, das bei der Unteren Denkmalschutzbehörde der Stadt einsehbar ist.
Soll an einem Kulturdenkmal eine Veränderung vorgenommen werden, die in die Substanz eingreift oder das Erscheinungsbild verändert, muss dies vor Beginn der Maßnahme von der zuständigen Unteren Denkmalschutzbehörde genehmigt werden. Das gilt auch für das Innere eines Denkmals. Die Antragspflicht besteht grundsätzlich und unabhängig davon, ob das Vorhaben einer baurechtlichen Genehmigung bedarf oder nicht. Auch bauliche Maßnahmen in der Umgebung eines Denkmals, Ausgrabungen und die Suche nach Kulturdenkmalen mit technischen Hilfsmitteln sowie Erdarbeiten an einer Stelle, an der die bloße Vermutung auf archäologische Denkmale besteht, sind genehmigungspflichtig.

Denkmaleigentümer können Fördermittel erhalten
Für Eigentümer*innen von Denkmalen oder besonders erhaltenswerten Bauten findet in diesem Jahr erneut die Zuschussaktion der Stadt Wolfsburg statt. Finanziell gefördert werden bauliche Maßnahmen an und in denkmalgeschützten Gebäuden und Anlagen sowie an Objekten, die in den historischen Ortskernen von Fallersleben und Vorsfelde liegen und hier durch eine Erhaltungssatzung geschützt sind. Förderanträge sind auch möglich für Eigentümer*innen von Bauten, für die eine Bescheinigung ‚Besonders erhaltenswerte Bausubstanz‘ ausgestellt wurde. Entscheidend ist dabei, dass die Maßnahmen mit der Unteren Denkmalschutzbehörde oder der Stadtbildpflege abgestimmt sind und sich auf die erhaltenswerte Substanz beziehen. Förderfähig sind beispielweise die Aufarbeitung von historischen Fenstern oder Fußböden, neue Fassadenanstrichen in bauzeitlicher Farbgebung oder Sanierungen an Holzkonstruktionen eines Fachwerkgebäudes.
Finanziell unterstützt werden durch diese Fördermittel der Stadt nur Maßnahmen an Privatgebäuden. Damit möchte die Stadt die besonderen Bemühungen von Eigentümer*innen für ihre Objekte anerkennen. Es stehen im Förderjahr 2026 insgesamt 50.000,- Euro zur Verfügung.
Eigentümer*innen sind ab sofort aufgerufen, ihre Unterlagen bis 30. September 2026 einzureichen. Dazu gehören die Abschlussrechnungen sowie Fotografien, die den baulichen Zustand vor und nach der Maßnahme dokumentieren.
Eine externe Kommission von Denkmal- und Heimatpfleger*innen entscheidet im Herbst über Förderfähigkeit und die jeweilige Höhe der Förderung. Eine Rückmeldung an die Antragsteller*innen erfolgt in der Regel zum Jahresende.

Monument directory Wolfsburg
With the Lower Saxony Monument Atlas, which has been publicly accessible since the end of January 2020, Lower Saxony's monuments are not only better recorded, researched and protected, but also presented in a more comprehensible way. The Monument Atlas is based on the monument database of the state of Lower Saxony, which contains more than 100,000 architectural and artistic monuments and around 25,000 archaeological monuments in Lower Saxony.
For Wolfsburg, more than 1,600 individual monuments of the young city as well as 100 groups of buildings can be researched with their core data. Texts and illustrations provide background information and explain their respective significance as legally protected monuments. In addition, further publications and collections are offered.The "denkmal viewer" function additionally offers the monument inventory as a map view. It is based on the data of the State Office for Geoinformation and Land Surveying of Lower Saxony (LGLN) and shows current maps as well as historical plans.
The possibility of online research in the Lower Saxony Monument Atlas serves as an initial entry point and supplements the existing information options on cultural monuments. Legally binding information is still provided by the Lower Monument Protection Authority.

Permission under monument law - preservation of historical monuments
For measures on or in the vicinity of a listed building, you require a permit in accordance with the Lower Saxony Monument Protection Act (NDSchG).
Permission from the monument protection authority is required for anyone who wants to destroy, alter, repair or restore a cultural monument (Section 10 NDSchG). Permission is also required for installations in the vicinity of a monument that affect the appearance of the monument (Section 8 NDSchG).
The scope of measures on a monument requiring approval is broad. This includes, for example, painting and plastering work, window replacement and roofing, as well as the repair of damaged half-timbering, the installation of advertising structures or the repair of enclosures.

The application for approval under monument protection legislation must be made in writing and submitted in duplicate with all the necessary documents. It is recommended to coordinate all measures with the Lower Monument Protection Authority of the City of Wolfsburg before submitting the application.

Monument permit - archaeology

Das zuständige Finanzamt legt fest, ob steuerliche Herstellungs- oder Erhaltungskosten im Sinne der Paragrafen 7i, 10f, 11b EStG oder hiernach nicht begünstigte andere Kosten vorliegen.

Information on the use of a metal probe
Since the search with the metal detector involves the possibility of unearthing a cultural monument, a permit is required in Lower Saxony under the Monument Protection Act in accordance with Section 12 of the NDSchG.
In order to prevent damage to you and the cultural monument, prior theoretical and practical training at the Lower Saxony State Office for the Preservation of Monuments is usually a prerequisite for the issuance of this permit.
