Staff councils and representatives of the severely disabled

The General Staff Council (GP) represents the interests of all employees of the City of Wolfsburg.

The main task of the GP is to represent the interests of the employees vis-à-vis the administration. The basis for this work is the Lower Saxony Personnel Representation Act (NPersVG). Also the different forms of participation and when which must take place is regulated in this law.

In addition, the General Staff Council also concludes service agreements with the administration on specific topics and areas of responsibility. In matters involving more than one division or company, the Central Staff Council represents the interests of the employees vis-à-vis the top management of the administration.

The General Staff Council currently consists of 19 full members plus the General Representative for the Disabled and the Youth and Trainee Representative. The members of the General Staff Council are generally elected for four years. The last election took place in March 2020.

  • General Representative Council for Employees with Disabilities

    The General Representative Council for Severely Disabled Employees (GSV) was elected in December 2018 for the next four years by the five local representative councils for severely disabled employees.

    The GSV is responsible for matters relating to severely disabled employees that cannot be dealt with by the individual representatives for severely disabled employees and for higher-level tasks at the overall company level. It is also an advisory member of the ARGUS steering committee (Occupational Safety, Health Promotion and Disability Promotion).

    The City of Wolfsburg has had a service agreement on integration since January 1, 2002. It is a working instrument with goals and regulations for the integration of people with disabilities at the City of Wolfsburg. It contains the target that 6 percent of employees should be severely disabled people, and the proportion of trainees should also be 6 percent.

    In 2015, the city of Wolfsburg employed an annual average of 313 severely disabled persons and those with equal rights. This corresponds to a mandatory employment rate of 7.71 percent.

    The so-called bonus-malus scheme is a component of the integration agreement. This incentive and compensation system (internal compensation levy based on 500 euros per month) rewards those operating units that employ a large number of severely disabled persons and those with equal rights. Those that do not meet the target have to pay.

    The service agreement also contains regulations on staffing procedures, the disability-friendly design of workplaces, the working environment, working hours, breaks and job changes.

    Since the beginning of 2006, the service agreement has been expanded to include occupational integration management (BEM). An integration fund has been set up for the reintegration of employees whose performance has changed.

    Since 2003, the GSV has focused more strongly on the issue of accessibility in its work as part of the "Barrier-free City Hall" project and has made continuous progress in this area.

  • Youth and trainee representation

    In addition to the staff councils and the representatives of the severely disabled, youth and trainee representatives (JAVs) are also elected. All employees under the age of 18 and employees in training (including civil servant trainees and interns employed for more than six months) are entitled to vote and can be elected up to the age of 25.

    The youth and trainee representatives are not independent bodies, but are bound to the existence of a staff representation. Their tasks consist of regulating all matters concerning the trainees which are not reserved for the decision of the entire staff council. The JAV works closely with the staff council on matters concerning young people and trainees.

    Representatives of the other body may attend the respective meetings in an advisory capacity. In matters concerning employees in training, the entire JAV can usually participate in the staff council meetings and has voting rights in the relevant matters. Similar to the staff meeting, the JAV must hold at least one meeting of all trainee employees every year.
