Registration of a used vehicle imported from a foreign EU / EEA country

A used vehicle purchased in a member state of the European Union (EU) or a signatory state to the Agreement on the European Economic Area (EEA) is to be registered.
Vehicles that have already been registered are considered used vehicles.
It is possible to assign a license plate of your choice to the vehicle for a fee - provided that the license plate is free and available. Information on availability and the possible license plate combinations can be found on the Internet at Wunschkennzeichen - Online.
Note: When the vehicle is registered in Wolfsburg, the country of origin is notified. If the vehicle has not yet been deregistered in the country of origin, the owner is responsible for this.
If you have any questions, you are welcome to contact us in advance and send us a scan of the documents so that we can assess the registration requirements.

• The vehicle was already registered in the EU / EEA.
• Main residence in Wolfsburg - you live in Wolfsburg and are registered here. A secondary residence in Wolfsburg is not sufficient. If the vehicle is registered to a company or an association, the company or association must have a registered office or branch in Wolfsburg.
• Verification of the VIN (vehicle identification number) by presentation of the vehicle or confirmation of an officially recognized expert (not applicable if e.g. an expert opinion according to § 21 StVZO is presented).

• Identity card or passport with registration certificate
• Proof of valid motor vehicle liability insurance via the eVB procedure with receipt of a seven-digit electronic insurance confirmation number (eVB)
• Purchase contract / invoice

If you have already been registered as the owner abroad, you do not need to present a purchase contract or invoice

• Foreign registration certificate/s
• Presentation of the foreign license plate(s) for registered vehicles (if available)
• For type-approved vehicles, please provide proof of the technical data with a COC document (EC certificate of conformity) / a data confirmation from the manufacturer.
• Proof of a valid general inspection in accordance with § 29 StVZO

This can be waived if you have a general inspection from the factory due to the vehicle's young age. In the case of a car, for example, 3 years from the date of first registration.

• For vehicles without type approval, an expert opinion in accordance with § 21 StVZO is required (not older than 18 months). This certificate includes a general inspection.
• SEPA direct debit mandate for the collection of vehicle tax

May also be required upon application:

• issued power of attorney (see form below) including identity document of the authorizing party and the authorized representative

• Current extract from the commercial register, current business registration, power of attorney of the managing director or authorized signatory or personal appearance of the managing director / authorized signatory and their identity card / passport

• Extract from the register of associations; identity card or passport and power of attorney of the designated representative(s)

• Proof of membership of a chamber (e.g. medical association, chamber of notaries, veterinary association, etc.) or
• Certificate from the tax office

for companies under civil law:

• Complete overview of the partners (usually partnership agreement)
• Power of attorney and declaration of the person in whose name the registration is to be made (confirmed by the signatures of all shareholders) as well as the identity card/passport of the shareholder in whose name the registration is to be made

• Consent of the legal guardian(s) (usually both parents) and appointment of an authorized representative

Fees will be charged in accordance with the Fee Regulations for Road Traffic Measures (GebOSt) from an amount of 31.40 EUR. The specific fee amount can only be determined on site based on the submission of the complete documents.

Additional costs for the creation of license plates are not included and will not be charged by the vehicle registration authority.
If there are any fee arrears, these must be paid on the day of registration in accordance with the Motor Vehicle Registration Requirements Act, otherwise registration of the vehicle will be refused.

If there are tax arrears, these must be paid at the relevant main customs office. Registration can only be carried out after this.
