A used vehicle is to be registered that was purchased in a state outside the European Union or a contracting state to the Agreement on the European Economic Area.
Vehicles that have already been registered once are considered used vehicles.
It is possible to assign a license plate of your choice to the vehicle for a fee - provided the license plate is free and available. Information on availability and possible license plate combinations can be found on the Internet at Wunschkennzeichen - Online.

- The vehicle was already registered outside Germany, the EU or the EEA
- Main residence in Wolfsburg - you live in Wolfsburg and are registered here. A secondary residence (Zweitwohnsitz) in Wolfsburg is not sufficient. If the vehicle is registered to a company or association, the company or association must have a registered office or branch in Wolfsburg.
- Identity card or passport with certificate of registration
- Proof of valid motor vehicle liability insurance via the eVB procedure with receipt of a seven-digit electronic insurance confirmation number (eVB)
- Purchase contract / invoice: If you have already been registered as the owner abroad, you do not need to present a purchase contract or invoice.
- Foreign registration certificate(s)
- Presentation of the foreign license plate(s) for registered vehicles (if available)
- Proof of a valid general inspection according to § 29 StVZO. This can be waived if they have a main inspection from the factory due to the young age of the vehicle, if applicable. In the case of a passenger car, for example, 3 years from the date of first registration
- Customs clearance certificate
- Full certificate of a technical inspection body with technical data sheet according to § 21 StVZO (not older than 18 months) this certificate is at the same time the main inspection. The presentation of a COC or a data confirmation by the manufacturer is only sufficient if the vehicle documents of the third country show that the EC type approval number was recognized for the registration there.
- SEPA direct debit mandate for collection of vehicle tax
- Presentation of the vehicle for verification of the VIN (vehicle identification number) - not required if a full expert opinion or confirmation from an officially recognized expert is presented.
If applicable, additionally required at the time of application:
by proxy / representative*:- issued power of attorney including personal document of the grantor of the power of attorney and the authorized representative
- Current excerpt from the commercial register, current business registration, power of attorney of the managing director or authorized signatory or personal appearance of the managing director/authorized signatory and their identity card/passport.
- Excerpt from the register of associations; identity card or passport and power of attorney of the designated representative(s).
- Proof of membership of a chamber (e.g. medical association, chamber of notaries, chamber of veterinary surgeons, etc.) or
- certificate from the tax office
for companies under civil law:
- Complete overview of the partners (as a rule, partnership agreement)
- Power of attorney and declaration of the person to whom the registration is to be made (confirmed by signature of all partners) as well as the identity card / passport of the partner to whom the registration is to be made.
Fees will be charged in accordance with the Fee Regulations for Road Traffic Measures (GebOSt) from an amount of 31.40 EUR. The specific fee amount can only be determined on site based on the submission of the complete documents.
Additional costs for the creation of license plates are not included and will not be charged by the vehicle registration authority.
If there are any fee arrears, these must be paid on the day of registration in accordance with the Motor Vehicle Registration Requirements Act, otherwise registration of the vehicle will be refused.
