Budget and annual audit for the city administration

The Audit Office - the RPA - has a special position within the structure of the divisions, departments and staff units of the city administration.

It reports directly to the Council and is only responsible to it. Its auditors are therefore appointed and dismissed by the Council.

Administrative actions should be viewed independently

The independence of the Audit Office in the factual assessment of audit procedures is guaranteed by law and is therefore not subject to any instructions from the administration. This ensures that administrative actions are viewed independently. The tasks and powers are set out in the Lower Saxony Municipal Constitution Act (NKomVG) and in the municipal auditing regulations.

Prevention instead of reaction

One activity that has become increasingly important in recent years is to provide constructive support and advice to the administration in the run-up to decisions. As a partner to the administration, the aim is to identify discrepancies in advance and prevent errors from occurring in the first place.
