  • How are the refugees distributed among the municipalities?

    The State Reception Authority of Lower Saxony (LAB) distributes Ukrainian refugees to the municipalities of Lower Saxony.

    The distribution is based on the Königstein Key - with an estimated 1 million refugees, Wolfsburg would have to take in 1,500 people.

  • Do refugees have to register?

    Registration only takes place if the refugees express a need for protection, in particular if they request assistance in the form of accommodation and social benefits.

    Persons who do not require benefits within the scope of visa-free entry or the regulation on permitted stay according to Section 99 of the Residence Act are only registered with an application for protection according to Section 24 of the Residence Act.

  • Can refugees move to another municipality after registration?

    When applying for a residence permit, a fictitious certificate is issued which serves as proof of legal residence in Germany.

    Both the fictitious certificate and the subsequent residence title are restricted to the area of the city of Wolfsburg.

    A change of residence is then no longer permitted.

  • Where must unaccompanied minor refugees be registered?

    All unaccompanied minors belong to the care area of the Youth Welfare Office and must be reported there immediately.

    The Social Services Department in the Youth Division takes care of the reception and care of unaccompanied minor aliens (UMA). They are accompanied in all areas of life and are usually cared for in special inpatient youth facilities run by independent youth welfare organisations.

  • Where will the arriving refugees be accommodated in Wolfsburg?

    The arrival centre in Heinenkamp serves as the first point of contact.

    The people are first accommodated in municipal accommodation. Then, if possible, they are placed in residential accommodation. The city takes care of allocation and renting.

    The Wolfsburg housing associations Neuland and Volkswagen Immobilien provide support and housing for the city.

  • Where do refugees get financial support?

    Refugees can apply for financial support from the social welfare office.

  • Which services are covered by the social welfare office?

    The basic benefits under the Asylum Seekers' Benefits Act (Asylbewerberleistungsgesetz) include, in particular, covering the needs for food, accommodation, heating, clothing, health care and household durables and consumer goods. (Accommodation and heating only in the case of decentralised accommodation - self-rented accommodation).

    In addition, benefits are granted to cover the personal needs of daily life as well as benefits in case of illness.

    In the event of illness, the medical and dental benefits required for the treatment of acute illnesses and pain conditions, including the provision of medicines and dressings, are granted in accordance with Section 4 of the Asylum Seekers' Benefits Act.

  • What does adequate housing mean in the context of social assistance benefits?

    If you would like to rent a flat and receive social assistance benefits, please bear in mind that only adequate housing is covered by the social welfare office. Adequacy depends on the number of persons, the size of the flat and the rent:

  • Do refugees or asylum seekers have to pay broadcasting fees?

    Refugees or asylum seekers living in shared accommodation are exempt from paying the broadcasting fee.

    Germany has independent radio, television and online services provided by ARD, ZDF and Deutschlandradio. They report free of economic and political influences. All the people together pay money for this. This is called the broadcasting fee.

    One person per home must pay the broadcasting fee.

    Some people can be exempted from paying. For example, if they receive benefits under the Asylum Seekers' Benefits Act or other social benefits. An application must be made for exemption from the broadcasting fee.

  • Do refugee Ukrainian children have to go to school in Germany?

    Yes. In Germany, all children are required to attend school from the age of 6. As soon as you have registered in Wolfsburg, your children must attend a school. We would like to explain to you how your child can get a school place.

    Please do not register with a school yourself. You can get a school place through the central school advisory service of the city of Wolfsburg.

    Please fill out the form (German, Ukrainian, Russian) aus and hand it in at the City Hall of Wolfsburg. The colleagues from the school counselling service will contact you. Together we will look for a school place for your child.

    Children in 1st - 4th grade

    Children aged 6 to 10 attend a primary school. It is possible to register your child for the all-day school and the joint lunch. Participation in the all-day programme is free of charge. The costs for lunch can be covered by the social welfare office. You can apply for this at the Social Welfare Office with your responsible contact person.

    Children and young people from grade 5

    Children and young people from grade 5 onwards attend a secondary school. But before your child attends a school, you will receive an invitation from the Step-by-Step project. The colleagues will ask you for an interview: they will talk to you about the previous schools and your child's language skills. Together we will find a suitable school for your child.

    As a rule, we offer all children between the ages of 11 and 18 the chance to take part in the Step-by-Step project. This project gives them the opportunity to arrive in peace and quiet and to get to know the German school system. Support in language acquisition is also offered, as well as psychological support if needed. The length of stay in the project varies and is determined individually for each child. Afterwards, your child will transfer to a secondary school.

    In Germany, there are different types of secondary schools. All school-leaving qualifications can be obtained at the respective schools and admission to the gymnasiale Oberstufe can be obtained. In Wolfsburg, the grammar schools, the comprehensive schools and the vocational grammar schools offer a gymnasiale Oberstufe with grades 11 to 13. The Abitur (general higher education entrance qualification) can be obtained here. It is possible to transfer there after the 10th grade.

  • What vaccinations are offered for refugees?

    The vaccination centre at CongressPark Wolfsburg offers vaccinations for refugees from Ukraine. The offer is aimed at children and adults who have no or incomplete vaccination protection against tetanus/diphtheria/pertussis/poliomyelitis or measles/mumps/rubella. It is important to note that a lack of vaccination documentation is considered "unvaccinated" according to the State Health Office.

    Vaccination against measles/mumps and rubella is particularly important for children and adolescents, because according to the Measles Protection Act, they must provide proof of measles protection before attending day-care facilities and schools.

    Donations in kind for expected refugees can be handed in at the DRK Wolfsburg. The donations are accepted by volunteers from the local DRK associations.

  • How can I bring my family here from Ukraine?

    The city of Wolfsburg asks citizens to refrain from privately organised transfers of Ukrainian refugees to Wolfsburg.

    Journeys to the war zone are too dangerous, and transports from the border regions should be left to experienced refugee aid organisations. Care and accommodation in the municipalities can be organised in the best possible way for the refugees if it is coordinated.

    In this regard, the city of Wolfsburg works closely with the State Reception Authority of Lower Saxony (LAB), which has been assigning Ukrainian refugees to the municipalities since this week.

    With a central allocation by the LAB, it is possible to allocate accommodation according to need, so that a more timely and uncomplicated allocation can take place. This means that the refugees can be offered safe accommodation more quickly, where they can recover from their terrible experiences.

    At the moment, various departments of the city administration are working hard together with the aid organisations to create both short-term and long-term accommodation options.

  • Suspicion of human trafficking or sexual exploitation

    The last few months make it clear how unstable peace is in the world - also in Europe.

    On the way across the saving borders, a new danger awaits the refugees: criminal organisations, but also private individuals, try to exploit the plight of the fleeing people.

    Women and children are often left to fend for themselves and are threatened with sexual exploitation, among other things.

    In recent days, we have received reports in various media about the sexual exploitation of refugee women. Often, the refugee women were offered "cheap earnings opportunities with accommodation" or "cheap accommodation with the possibility of earning quick money".

    The placement of women and children in private accommodation is a great support, which is also provided in Wolfsburg.

    If you are currently helping people from Ukraine to find accommodation on your own initiative, we would like to ask you to be particularly attentive in the placement process. It is very important that the names and addresses of these accommodations are known and documented and that all arrivals are registered first. Especially in the case of services such as those described above, helpers should ask critical questions and maintain contact with the refugee women and children.
