Central organizational management

Central Organizational Management (ZOM) is responsible for the classic organizational task areas, such as optimizing administration-wide processes and structures together with the decentralized organizational units and designing the organizational structure and processes.

In addition, our tasks also include working toward a largely digitized administration, combined with the goal of making the administration even more citizen-friendly.

As part of the goal of developing Wolfsburg into a digital model city, the ZOM department - in close collaboration with the Information Technology business unit - is supporting the city's decentralized organizational units in digitizing their processes and implementing the Online Access Act (OZG).

The focus here is on the processing of online applications without media discontinuity - including authentication components, electronic payment options (e-payment) and interfaces to the respective specialized procedures.

The introduction of an administration-wide document management system (DMS), and here initially the electronic file (eFile), is also an important component of digitization. ZOM is responsible for the city-wide introduction of the eFile. The introduction process is scheduled to take several years and is being coordinated and intensively supported by ZOM. Documents from online application processes can then be stored in the eFile without media discontinuity. Digitized administrative services offer many advantages for citizens, for example

• Availability of administrative services regardless of time and place,
• multimedia exchange between administration and citizens,
• less effort in submitting applications,
• faster information on processing statuses,
• automated information and
• reduced processing times.
