Rethinking all-day education

New framework concept for elementary school to start in 2026

From the 2026/27 school year, we want to reorganize all-day support at Wolfsburg elementary school. With a city-wide framework concept, we are preparing for the legal entitlement and at the same time strengthening children's opportunities for education and participation. The Wolfsburg City Council is expected to decide on implementation in March.

All-day education is changing - and we are actively shaping this change. The new framework concept is entitled "With children for children - shaping all-day education together" and was developed in the Schools and Education division. Particularly important: children were part of the process from the very beginning. Together with schools, parents and providers, they contributed their perspectives.

Developed together - implemented step by step

The concept is based on clear responsibilities, good cooperation and genuine participation. It will be implemented step by step until 2029 and has a modular structure. This allows schools to work in a way that is tailored to their needs and requirements. Appropriate funding has been earmarked for this in the coming years.

Lord Mayor Dennis Weilmann emphasizes the importance for the entire city: "All-day education is a central building block for equal opportunities and for the compatibility of family and career. With the new framework concept, we are creating a reliable basis for implementing the legal entitlement and further developing Wolfsburg as a strong educational location."

The focus is on quality

For us, all-day education means more than just care. It is about education, development and social experiences. This is exactly where the new concept comes in. Head of Schools and Education Iris Bothe explains: "All-day education is much more than just care. It is an educational space in which children can unfold, develop social skills and discover individual strengths. With the new framework concept, we are strengthening the responsibility of schools, systematically combining school education and youth welfare and consistently focusing on the needs of children. The decisive factor here is not just the expansion, but the quality and impact of all-day education."

Clear structures for a strong all-day school

Specifically, the new model dovetails school education with youth welfare services. Non-educational staff are specifically qualified, while at the same time reliable framework conditions create long-term staff loyalty. A standardized funding system ensures transparency and clear financing.

Accompanying technical and financial controlling as well as school-related quality circles ensure that the concept is not only introduced but also continuously developed. We also keep an eye on potential federal funding.

The administrative proposal is currently undergoing political consultation. The final decision will be made by Wolfsburg City Council.
