Project Lupus brings new momentum to the city center
Investor OCI plans striking new building at Nordkopf
With the Lupus project, we are focusing on a central prime site on the Nordkopf - and together with a strong partner, we are setting the next milestone in the development of the city center.
An eleven-storey new building with special architecture is planned directly between the Jobcenter and the market hall - with space for restaurants, retail and ultra-modern offices. The design comes from Graf Graf architects and was derived from the urban planning concept by Henning Larsen Architects. The building creates a new high point opposite the planned BRAWO City - and visibly marks the next stage of development around the station.

The project is emblematic of what we want our city center to be: It should be a place where you can work, shop, enjoy - and feel good.
"This construction project on one of our prime sites at Nordkopf represents an important milestone in the development of the city center. First City Councillor and City Planning Councillor Kai-Uwe Hirschheide also sees clear urban development advantages: "Thanks to its exposed location and special architecture, Lupus makes a strong urban development statement that clearly contributes to the vision for the northern city center formulated in the City Center Compass and at the same time fits harmoniously into the overall concept developed by Henning Larsen Architects. In this way, we are not only creating an attractive quarter for working and living, but also strengthening the identity and future viability of the entire city center."
From the idea to implementation
On the first floor, a lively, continuous plinth level with restaurants and retail is planned, with a striking structure rising above it. The most striking feature: a twist in the upper section that directs the view towards Porschestraße - and creates an unmistakable silhouette.
Gerd Graf, architect at Graf Graf, says: "With this project, we want to create a link between Porschestraße and Bahnhofspassage with the aim of enhancing the city center as a working and living space for the citizens. By designing the building, we are creating a new, striking address that will have a magnetic effect from all directions in the Nordkopf quarter."
The next step: development plan
Before things can get started, the "Nordkopfquartier Mitte" development plan needs to be amended. The corresponding drafting decision has already been made and the early public participation will follow in September. The city council will discuss the allocation of the land to the investor at the beginning of October.
Jens Hofschröer, Head of Department for Digital and Economic Affairs and Managing Director of Wolfsburg Wirtschaft und Marketing GmbH, explains: "With the construction project at Nordkopf, we are creating another strategic stepping stone for connecting the tourist destinations and the city center. At the same time, the investor is creating office and retail space in line with demand, which will not only increase the attractiveness of the city center, but also provide new impetus for economic development."
OCI CEO Stephan Schäfer adds: "We have been represented by the Designer Outlets in Wolfsburg for 18 years and know the location well. The development opportunities that the city center offers for retail space, restaurants and offices have convinced us. Both the excellent location in Porschestraße and the first-class public transport connections are very important aspects for us and future users. The main railway station and the bus station are within very short walking distance and this is particularly important for modern office workplaces. We are delighted that the inner city development in Wolfsburg is progressing so well. The close and trusting cooperation with the city leadership and city administration is a decisive factor for us in the development of this project."
